1) What is the basic requirement for an Indian to apply for MBBS Education overseas?

Every Indian citizen who:
• has completed the age of 17 years,
• has passed 10+2 from a Recognized Board in India or abroad,
• has passed Physics, Chemistry, Biology and English with not less than 50% in 12th standard is eligible to apply for Medical or Engineering Education Overseas. It is the basic requirement.

2) How a person can apply for an Indian Passport and the documents required for it?

Apply for a passport from your local passport office. This is the basic necessity to travel overseas. Passport issue in some states usually takes 6 months. Obtain the passport form, read it twice, complete it with enclosures and submit it. It is a simple process. No need to seek brokers for assistance. Your new Passport will be valid for 10years.If time is available - apply under the ordinary processing scheme (Rs.1000 /-), which takes about 3 to 6 months. If time is not available - use the TATKAL scheme (Rs.2, 000-2,500 /-); and obtain the passport in 2 weeks. The following documents are needed for Passport under ordinary scheme. The completed form can be submitted personally (self-attested copy of documents).
• Your birth certificate or school-leaving certificate.
• Proof of residence.
• Certificates of educational qualifications (Class X or XII Mark sheet).
• Passport size photographs of the face with a white background.
• Prescribed fee by the Passport office.
For application under Tatkal scheme - you will need two additional documents:
a) Affidavit as per format in the passport form and
b) Verification letter from a Govt. officer of a certain rank (read the passport form for the format of each document and who can verify it).
For Tatkal scheme - you have to go personally and submit the form, with original documents.
We recommend you to apply for your passport IMMEDIATELY if you wish to travel overseas.

3) How a person can get MCI’s eligibility certificate?

MCI certificate is a document from the Medical Council of India. It is required for a person who wants to get medical education abroad but practice in India. Progressive Youth Association will help in arranging and filling documentation in MCI office in New Delhi.

4) How long does the admission process take?

Admission is granted after filling the form with prescribed processing fee. Student joins the University when the academic year is commenced. The invitation letter is issued by the University in and around 15-20 working days. Visa arrangement and travel documentation takes around 4-8 weeks. Visa interview should be given in New Delhi between 15th of August and 5th of November. In Delhi our representative will assist students in arrange for all documentation and getting Visa. The deadline for Ukraine university admission is 15th of November.
It is advisable to apply for admission and passport as early as possible to avoid wastage of the time.

5) What is the Visa invitation for?

The Visa invitation is an official document processed by the department of passport-visa services of the Ministry of External Affairs of Ukraine. It confirms that the student is admitted to a particular University mentioned. It specifies your passport details and the full name of the University. This invitation is required by the Ukrainian Embassy to stamp the Visa on your passport. Generally it takes around 10 days for the Visa invitation to be processed at the Ministry of external Affairs. The invitation is valid for 90 days from the date of issue and you need to apply for a valid Visa to the Ukrainian Embassy.

6) What is the quality and cost of education in Ukraine?

Ukrainian Universities are providing excellent education from Bachelors till PhD. Foreign Universities are on par with AIIMS or even better. Students should pass annual examinations to be promoted for the commencing year. External Board Examination is also held. Standard of education is very high. Class tests are regularly conducted. Fee structure is USD 2000 (for engineering education) and USD 3200-3600 (for medical education) or Rs. 1 to 1.8 lakhs per annum when compared with the Private Colleges in India, which charge Rs. 3.25 to 5 lakhs per year. Cost of education in Ukraine is CHEAPER than Private Indian Colleges - because the universities in Ukraine are owned by the Government and not the Private Sector. No donation is payable for admission to colleges overseas, unlike India.

7) How to approve Ukrainian medical degree to practice in India?

After completion of the Medical Degree overseas - you have to appear for a "Screening test" conducted by the National Board of Education (NBE), New Delhi. This test is conducted twice a year, preferably on last Saturday / Sunday of September and on last Saturday / Sunday of March. Once you pass this exam, your documents are filed with the MCI, which in turn will provide you with a Registration Number. You are now legally registered to practice as a medical professional in India.
There is no limit for the numbers of attempts for appearing this Screening Test. Study material and coaching is available for screening test if needed. The Pass mark is 50%. The test is a qualifying test similar to class 12. It is not an elimination test as in IIT, where the top 2000-3000 students only get admission, irrespective of the marks. One has to get 50% to pass the screening test. After registering with the MCI, the candidate is eligible to apply to the Govt. or Private sector for jobs, as he/she is now recognized by the Medical Council of India, to practice in India.

8) What is the duration of the study in Ukraine? What is the nomenclature of Ukrainian degree?

The duration varies between 2 - 6 years depending upon the course of study. It also includes practical training for both engineering and medical study program. For more details you can refer links: "Medical Education" and"Engineering Education". For engineering, Degree is issued as B.E (Bachelor of Engineering) after completion of 4 years) and M.E (Master of Engineering) after completion of 5 years. For medical education, degree issued is MD or Doctor of Medicine which is equivalent to MBBS in India and is recognized by the Medical Council of India.

9) What is the Medium of instructions in class?

For international medical students, the medium of instruction is ENGLISH. Students are taught local language classes in the first two years, so they can converse with the patients in hospitals in the further years. Engineering students initially study preparatory (language) training one year. After this course the students receive an appropriate certificate that gives permission to continue their study in any educational institution of Ukraine. After finishing the language course foreign students study together with the Ukrainian students. The study is conducted in Ukrainian language.

10) What is the preparatory faculty and what is it for? Is it difficult to study at the preparatory faculty?

The preparatory faculty is a special educational program with the duration of 1 academic year (7-10 months). At the preparatory faculty students study Russian or Ukrainian language and the special disciplines required, depending on the specialty chosen (language of science, mathematics, physics, chemistry, biology, computer science, geography, history, and literature). After completing the preparatory course the student is required to pass an examination. Once the student clears the exam, he/she receives the Certificate of the preparatory faculty. This certificate gives the student the right to enter any Ukrainian university without entrance examination. But if the student chooses training in English or French language (only for medical specialties) he/she doesn't need to study the preparatory faculty separately. The candidate enters the first year of the degree course directly. Study at the preparatory faculty startson 1st of September for engineering students. The program of the preparatory faculty is worked out for an ordinary level of complexity. If the student fails to complete the preparatory faculty, he/she will have the opportunity to repeat the training, in the same or other university, in the next academic year. Repeating the preparatory faculty means that the student would be required to pay the tuition fees again.

11) Can a person do Post Graduation overseas?

After your MBBS, you can pursue PG overseas. Some PG courses are offered in English Medium and some in the local language. Each PG course takes 2 to 3 years for completion. After your PG - you need to comply with guidelines of the country where you wish to work in.

12) How to transfer money from India?

The currency used in Ukraine is Hryvnia. US Dollars are also acceptable. USD 1 = 8 Hryvnia approximately. (Please check current FOREX rates for latest update). You can open a bank account in India with an International ATM Card facility and can withdraw money from any ATM overseas. This is the best way to transfer money from India. RBI has given permission to transfer Rs. 1, 00,000 /- per year without any specific permission needed. You are allowed to carry up to USD 10,000 in cash as per hand baggage rules with proper documentation which should be mentioned in your declaration. You can also open a local Bank account overseas with a local ATM card. Your parents can wire transfer the money to your account in the local Bank.

13) What is the average monthly expenditure for a candidate to stay in Ukraine?

Upon arrival, the student should pay to the University the officially established charges for the registration, which would be around USD 10-30. In some cases the University would require the student to be re-examined for HIV or medical fitness which would cost an additional USD 10. Validity of the HIV certificate would be 3 months. Usually the expenses for first month of staying in Ukraine are more than those of the subsequent months. You'll need about USD 600 for the first three months of staying in Ukraine. This is due to the reason that the student would need to pay the registration charges and purchase necessary items of daily use. The average monthly expenses are about USD 200.

14) Can we pay the tuition fee in installments?

Yes, you can pay the fee in two installments, each installment in a semester wise.

15) How many Indian students are already studying in Ukraine? Is it a safe country?

More than 4000 Indian students are studying all over Ukraine. Also there are students from Nepal, Pakistan, Turkey, Syria, China, Poland, Germany, France etc in large numbers. There is good law, order and security in Ukraine. Students will have a comfortable and pleasant stay. There are senior students who will assist when needed. The country is safe.

16) How to make travel arrangements and settling on the place?

Initially Progressive Youth Association will arrange the travel of students from India to Ukraine. In the airport our representative will meet you and assist you with the travel to the University and settlement in the hostel / flat. He will assist in the completion of the admission paper work and payment of fees to the University. Students live in a University hostel. It is divided into blocks. Each block has a 2-bedded and 3-bedded room. A common bathroom is attached to this block. A common kitchen is provided for one part of the floor where there are 7 blocks. Each room is equipped with beds, tables and cupboards. Hostels are in a 10-15 minute ride from the University. There are internet facilities in hostels, food stores, restaurants and other facilities nearby. Admission does not guarantee a hostel room. Ensure that you come as early as possible and get yourself enrolled in the hostel. Students have another option to rent a flat in the city. 2 to 6 persons can share a flat. The cost to rent flat is costs USD 150-200 per month.

17) What should the student carry with him/ her to Ukraine? What is the maximum permissible luggage in a flight?

When you are set to Ukraine you should ensure that you have all the necessary documents like passport with a stamped valid Visa, your travel ticket, Visa invitation from the University, necessary medical and another documents which are prescribed by the embassy, original certificates of class 10 and 12 degree, and the required amount of money. It should be noted that the airliners allow a maximum of 20-25 kg of luggage to be carried free of cost. All excess luggage has to be paid on a Kg basis and may prove expensive. So it is recommended to bring only the necessary things that are required and which you might feel will not be available in Ukraine. All other things could be purchased in Ukraine. It is recommended to carry with you warm wear like coat, boots, cap, gloves, scarf, personal hygiene items. Winter jacket and winter shoes should be purchased overseas as they are cheaper and quality wise better than what is available in India.

18) When does the vacation start in the universities in Ukraine?

Can the student travel home or other countries on vacation? Can parents visit him? In the preparatory faculty, the study is not divided into semester wise; therefore winter vacationis not stipulated. At the end of December the students will have a one week of winter vacation. Students who have academic debts should rework their tests. Summer vacation for all students irrespective of their study lasts for 2 months, from July 1 to August 31 every year. As for the degree course (5 years), winter vacations last for 2 weeks from the last week of January till the first week of February every year. Parents / friends / relatives can visit the student. Tourist invitations can be issued. During holidays, students can stay back overseas or visit India as they prefer.

19) Can a student apply for a Permanent Residence and a Citizenship of Ukraine?

Yes, but after 2 years of regular stay in Ukraine as per Ukrainian Law.
